A dredging operation unlike any documented in the history of global port construction is now under way at Pointe-Noire, where Congo Terminal has begun extracting bituminous sands from the seabed as part of the long-planned enlargement of its East Mole. The undertaking is striking less for its scale than for its nature: removing tar-laden sediment without releasing hydrocarbons into a working harbour is a problem that conventional dredging manuals do not address. The operator has therefore had to construct, almost from first principles, a methodology that reconciles industrial ambition with an unusually exacting environmental discipline.

Why Bituminous Sands Demand a Bespoke Method

The difficulty lies in the material itself. Bituminous sands behave differently from ordinary marine sediment, and disturbing them carries a tangible risk of dispersing hydrocarbons across the water column. Rather than improvise, Congo Terminal commissioned an extended programme of scientific study before any sediment was moved. According to the company, the preparatory work spanned topographic, bathymetric, magnetometric, geotechnical and geophysical surveys, the geotechnical component alone involving more than two hundred boreholes. The data fed a three-dimensional model of the bituminous layers, allowing the operator to calibrate both the dredging technique and the equipment deployed to the precise stratigraphy of the site.

That insistence on modelling before execution is telling. It reflects a posture in which the environmental constraint is treated not as a regulatory afterthought but as the governing parameter of the entire operation. The method, in other words, was shaped to fit the seabed rather than the seabed forced to accommodate a standard method.

A Containment Apparatus Built for Worst-Case Scenarios

The most visible expression of this caution is the protective architecture now ringing the work zone. Congo Terminal reports the mobilisation of three distinct types of dredger, chosen to match the varied behaviour of the sediment layers, alongside a containment system designed to keep any escaping material confined to the harbour basin. The figures convey the ambition: 5.5 kilometres of floating boom and four kilometres of skirt enclose the perimeter, supported by two assistance vessels, one tonne of absorbent and dispersant spray, and two cleaning teams operating continuously with twenty collection kits between them. Overhead, drone surveillance is conducted on an hourly basis.

The redundancy is deliberate. Booms, skirts, absorbents and a permanent cleaning presence form overlapping layers of defence, each capable of compensating should another prove insufficient. It is the logic of an operator preparing for failure modes rather than assuming success, a stance that aligns with the company’s stated responsibility toward both the marine environment and the riverside communities of Pointe-Noire.

The Engineering Argument in the Project Director’s Words

The leadership frames the venture as a test of competence rather than a routine contract. “The dredging of such a quantity of bituminous sands is without precedent in the port works sector,” explains Pierre-Louis Sapin, East Mole Project Director at Congo Terminal. “Through our collaboration with the Pointe-Noire Port Authority, we are meeting this environmental and technical challenge while respecting the strictest environmental standards and fully assuming our responsibility toward the marine environment and the riverside communities of Pointe-Noire” (Journal de Brazza).

The reference to the Pointe-Noire Port Authority is more than courtesy. It situates the operation within a partnership between concessionaire and public authority, a structure that distributes both the technical burden and the accountability for outcomes. For a project whose risks are environmental as much as financial, that shared stewardship is itself part of the design.

A Deep-Water Wager on Regional Trade

Beyond the immediate engineering, the East Mole expansion answers a strategic calculation. Congo Terminal presents the works as a step toward a modern deep-water port, competitive yet attentive to its surroundings, conceived to absorb the significant growth in cargo volumes anticipated over the coming years. The infrastructure is described as a new-generation facility, and its purpose is openly geographic: to position Pointe-Noire as an unavoidable platform as the African Continental Free Trade Area (AfCFTA) takes effect.

That ambition gives the dredging its wider meaning. The patient extraction of bituminous sands is, in this reading, the precondition for a far larger bet on the Republic of Congo’s place in continental commerce. Should the agreement deepen intra-African trade as intended, ports able to handle rising throughput will accrue durable advantage, and Pointe-Noire’s promoters clearly intend to be among them.

The operation thus reads on two registers at once. At the waterline it is a meticulous exercise in environmental engineering, conducted under continuous watch. Seen from a distance it is an infrastructural commitment whose returns depend on flows of trade still taking shape across the sub-region. What unites the two is a single conviction, audible throughout the company’s account: that technical exactitude and regional ambition are not in tension, but mutually dependent.
